Park Seung (born February 16, 1936) was the Governor of the Bank of Korea;[1] his four-year term ended on the 31st of March 2006.[2][3] He kept South Korean interest rates at historic lows but was blamed for contributing to a real-estate market that saw spiralling prices and controversial accusations of speculation.[citation needed]

A 1961 graduate of Seoul National University, he earned a Master's Degree and PhD in economics from the University at Albany. He is the author of five books, all published in Korean. He first served in the Bank of Korea from 1961 to 1976 and has held a number of other important posts in South Korean economics. In the 1990s he was a professor at Chung-Ang University.
