Plot
Giuseppe Garibaldi is a modest library of a small town in Lombardy. He loves to read and transmit culture to children, despite lacking funds of the library. Meanwhile in Rome the prime minister is forced to resign, and the leader of the center-right party has to find a solution: a puppet president who manages to get the necessary votes to the party in order to prevail in the government. Giuseppe is so chosen as chairman of the board, and immediately notices the cruel world of Italian politics. Giuseppe, friend of the people, begins to do so many good works, earning the popular support. Meanwhile the leader of the center-right party wants kick away him, and he succeeds.
Giuseppe, however, takes a poignant speech to parliament, putting all the political and Italians themselves ridiculed. A few days later, Giuseppe is joined by ambassadors in his small country: the Vatican wants him elected Pope!
